tldr: If your photos aren't showing up within your book when you log into your account, refresh the page and they should re-load.
Sometimes, to ensure things runs as quickly as possible, the program will forgo loading every image on every page. This means that instead of seeing your images, you'll see a blank space with a small 'trash' icon at the center of it. Simply refresh your browser to re-load the images.
The same is true for a Preview that downloads without its photos -- go back, refresh your browser, and try re-downloading the Preview.
